CH. 01 CLAIM

Context

Glowmax International is a development consultancy that works with provincial governments in Pakistan on social sector projects. Two of its public-facing campaigns, for the Peshawar Zoo and the Peshawar Metro Bus Transit (BRT), needed digital communications strategy built and run by someone who could operate inside government process without losing campaign momentum.

Problem

Public sector campaigns move slower than commercial ones by design - more approvals, more stakeholders, more scrutiny. The communications strategy had to work within that pace, not fight it, while still delivering results a private client would recognize as real performance.

Constraints

A small internal team: 3 staff plus 3 to 5 interns per cycle. Multiple government stakeholders on each campaign. The need to train provincial government staff directly, not just hand over a finished campaign and leave.

Approach

Raza led digital communications strategy across more than 20 campaigns for the two flagship projects, supervising the internal team and delivering PR and digital communications training to 12 provincial government trainees so the skills stayed inside the institution after the engagement ended.

Outcome

A 45% increase in qualified leads, a 30% reduction in cost-per-lead, and a 1.8x improvement in campaign ROI across the campaign portfolio.

CH. 07 ACT

What I'd Do Differently

The results stand, but the paper trail left with the project.

I'd have pushed for an independent archive of campaign assets and reporting from day one, stored outside any single project's records. One of the projects under this engagement was later cancelled following a contract termination between Glowmax and the local government, and the underlying project records went with it.
